Phase One: Establishment of Goals, Timeline and Benchmarks and Collection of Records
During this phase, Falmouth's enrollment experts will spend time with the tribe's leadership to define project goals, a timeline, benchmarks and expected outcomes. Falmouth will also begin to collect documents/materials to be assessed and evaluated.
Phase Two: Establishment of Baseline Membership Requirements and Development of the Enrollment Audit
Successful completion of any enrollment audit is contingent upon the establishment of and adherence to the key membership index (base roll), which is the baseline from which all genealogy is determined. Our specialists will familiarize themselves with the tribe's base roll, which will be the basis for determining member eligibility.
Phase Three: Establishment of Enrollment Qualification Data Matrix
During this phase, enrollment schedules will be analyzed and time frames developed to identify enrollment qualification parameters and to construct the Enrollment Qualification Data Matrix. The Matrix will become the source for comparison of current roll information and actual documentary evidence from enrollment department files.
Phase Four: Enrollment Record Analysis and Audit
This phase involves the actual review of every individual membership record. We will inspect each record for completeness and accuracy according to the enrollment eligibility requirements in effect at the time of enrollment. An Audit Analysis and Exception Report will be generated and will identify the enrollment records that require additional research.
Phase Five: Final Report and Recommendations
In this phase, Falmouth will conduct a debriefing with the tribal leadership to review the findings.
